Mr. Lucas L. Kamsuan, a senior civil servant with nearly three decades of distinguished service in the Government of India, currently serves as a Joint Secretary under the Central Staffing Scheme. Hailing from Tamenglong, Manipur, Mr. Kamsuan’s academic foundation spans commerce, economics, and public administration, including an M.Com from Delhi School of Economics and an honorary Doctorate in Social Services.
He entered government service after clearing the Civil Services Examination 1993, joining the Central Secretariat Service (CSS) in 1995, where he secured a Silver Medal during his foundational training. Over the years, he has held key positions such as Under Secretary, Deputy Secretary, and Director before rising to his current role.
His career reflects a versatile portfolio across major ministries including Communications, Health & Family Welfare, Minority Affairs, Ports, Shipping & Waterways, and Finance/Public Enterprises. He has contributed significantly to policymaking and governance in areas such as general administration, budget management, HR and cadre policies, parliamentary matters, recruitment rules, and maritime regulatory frameworks—most notably the Marine Aids to Navigation Act 2021.
Mr. Kamsuan continues to play a pivotal role in steering administrative reforms and strengthening institutional systems within the Government of India.
