Brief Bio

Shalu is the Director of Programmes at the Council on Energy, Environment and Water (CEEW), one of Asia’s leading climate think tanks. As part of the senior leadership, she develops and articulates CEEW’s vision and strategy to impact sustainable development at scale. She oversees and monitors the research programmes under CEEW’s 15 verticals and supports the optimisation of processes and people.

Shalu has a decade-long experience in policy research and government advisory on the role of policy, technology and markets in climate action and energy transition. She has published 40+ peer-reviewed publications, including contributions to high-impact journals like Nature Energy and Energy.

Shalu is a Yale Emerging Climate Leaders Fellow (2024 batch) and a Chevening Fellow (2016 batch). She has an MSc in Economics and Policy of Energy and Environment from University College London and a BTech in Electrical Engineering from IIT Roorkee.

Shalu is the Director of Programmes at the Council on Energy, Environment and Water (CEEW), one of Asia’s leading climate think tanks. As part of the senior leadership, she develops and articulates CEEW’s vision and strategy to impact sustainable development at scale – sub-nationally, nationally and internationally. She oversees and monitors the research programmes under CEEW’s 15 verticals and supports the optimisation of processes and people.

Shalu has a decade-long experience in policy research and government advisory on the role of policy, technology and markets in climate action and energy transition. She works closely with policymakers and key stakeholders across governments and institutions on strategies to advance energy access and the clean energy transition.

Her current research focuses on power systems – from deployment and grid integration of renewable energy, utility digitalisation, to demand-side management and consumer engagement. She specialises in empirical research methods, including primary data collection through surveys and sensors. She designed and led the largest pan-India Residential Energy Survey, covering ~15,000 households spanning 21 Indian states (2020).

Shalu has published 40+ peer-reviewed publications, including journal papers and book chapters. These include contributions to leading journals like Nature Energy, Energy and ERSS, and publishers like Springer and Cambridge University Press. She regularly writes in leading national dailies, speaks on high-level platforms, and assists/advises senior government officials.
