
Dr. Rashmi Singh

Dr. Rashmi Singh is an IAS officer who has made a mark in her career spanning three decades with transformatory works in the social sector related with empowerment of women and human development approach.
Her contributions have resulted in a rare distinction of Common Wealth Association of Public Administration and Management (CAPAM) twice conferring Highest Awards for Public Service for two programmes she led – namely Stree Shakti and Mission Convergence which she rolled out in Delhi that inspired many programmes using similar methodology at a pan India level subsequently.
Her work was also recognized through Stree Shakti award conferred by President of India and Leadership Award for International Alumni by the University of Minnesota in USA. She has contributed significantly in nurturing human capital especially amongst women.
Dr. Singh received her Bachelor’s Degree from Lady Shri Ram College, Delhi University and has a MPA from Hubert Humphrey School of Public Affairs at the University of Minnesota, USA. She also has a Post Graduate Diploma from the I.H.S, Erasmus University, Netherlands. She was conferred with doctorate degree from the University of Lucknow for her, thesis on ‘women centric convergence: An Approach to Good Governance’. In her research she has brought out efficacy of the convergence model through various case studies which are useful for informing the design of schemes related to women and other vulnerable groups.
Dr. Singh is is currently serving as Secretary – Department of Women & Child Development) and Secretary – Department of Art, Culture & Languages in the Government of NCT of Delhi. She is also holding the charge of Chairperson – Delhi Comission for Women (DCW) and Chairperson – Delhi Commission for Protection of Child Rights (DCPCR). She has contributed significantly to the design of flagship programmes for improving status of women and girl child such as ‘Beti Bachao Beti Padhao’, ‘one stop centre’.
