Dr. Rohit Baluja holds a PhD in Civil Engineering from the University of Birmingham.
In 1991, he founded the Institute of Road Traffic Education (IRTE) as a not-for-profit
organization in New Delhi, with the objective of building institutional capacity in traffic
management and road safety in India. He subsequently conceived, personally
invested in, and established the College of Traffic Management & Forensic
Science in the National Capital Region\u2014a unique institution designed as a single
integrated umbrella for research, training, and capacity building across traffic
management, road safety, and road accident investigation. The College has been
recognized by the United Nations as a Centre of Excellence in Road Safety for the
South-East Asian Region.

<\/p>

Dr. Baluja is a member of the United Nations Road Safety Collaboration and, as
President of IRTE, serves as an Observer at the United Nations Global Forum for
Road Traffic Safety (WP.1). IRTE has been granted Roster Consultative Status
with the UN Economic and Social Council (ECOSOC) and has signed a
Memorandum of Understanding with the United Nations to promote road safety
initiatives in South-East Asia.

<\/p>

He has contributed to the development of innovative institutional and field-based
interventions, including the Mobile Crash Investigation & Enforcement Laboratory
(Interceptor), which has been recognized on two occasions at the National Republic
Day Parade, and the establishment of India\u2019s first Traffic Engineering Centre in
Gurugram, with a second centre currently being developed in Nagpur.

<\/p>

IRTE received the first National Road Safety Award instituted by the Ministry of
Road Transport and Highways (MoRTH) in 2000. In the same year, IRTE was
conferred the Prince Michael International Road Safety Award, the first such
recognition awarded outside the United Kingdom. Dr. Baluja was also honoured by the
Royal Society for the Prevention of Accidents (RoSPA), becoming the first
recipient outside the UK to be recognized for contributions to road safety.

<\/p>

Dr. Baluja continues to be actively engaged in capacity building, training police
officers in traffic enforcement and crash investigation, roadway engineers in
traffic engineering and road safety audit, judicial officers in justice for
sustainable mobility, and transport department officials in driver licensing and
