Shri Golok Kumar Simli is an award winning Government Technology Strategic Thought Leader whose contribution towards National eGovernance Plan of India during its inception year 2005-07 has been remarkable. He is the architect of Passport Seva Programme delivering passport services to more than 90,000 citizens daily within India and for Global Diaspora. The Passport Seva Digital ecosystem comprises of state-of-art technology backbone, modern facilities & amenities and connects to 37 Passport Offices, 93 Passport Seva Kendars, more than 430 Post Office Passport Seva Kendars across the country and more than 190 Indian Embassies and Consulates abroad serving the Diaspora across the globe.

His acute prowess and guidance for the use of Emerging Technologies, Data & Information Security framework, Data Governance, Innovative Business Model within the Government/Public sectors have been the hallmark of excellence for large transformations empowering masses. In his current role as Principal Advisor & Chief Technology Officer, he is leading two flagship projects of Ministry of External Affairs i.e. Passport Seva Programme V2.0 and ePassport. He commands a wide range of experience exceeding 30 years in ICT, starting with Private Sector, Public Sector Undertaking, Reserve Bank of India and more than 16 years with Central Government.

He has received 21 individual accolades to his credit from different sectors viz. Government, Industry and Media houses as Digital and Governance Transformation Thought Leader. Shri Golok is a Computer Science & Engineering graduate from a premier institute B.I.T. Sindri and Master Degree in Data Science from Chandigarh University. He completed his ‘Executive Diploma in Advance Business Strategies for CXOs’ from XLRI Jamshedpur, one of the best management schools in India.

He has successfully completed (i) training programme in ‘Data and Information Security’ from Indian Institute of Management (IIM) Ahmedabad; (ii) certification programme in ‘Business Intelligence & Data Warehousing’ and ‘Strategic Leadership’ from MSBM, London, UK.
