Mr Madhvendra Singh is the Chief Executive Officer of the Gujarat Maritime Cluster at GIFT City, Government of Gujarat and also heads the Maritime Arbitration Centre.

He is pioneering the cause of facilitating shipping finance, P&I Insurance, Maritime Arbitration, and technology startup & innovation for the Maritime sector in India for development of a robust maritime value chain in India.

Prior to this, he was an officer with the Ministry of External Affairs, New Delhi handling a full spectrum diplomatic profile for the Gulf countries. He was also a treaty negotiator for Govt. of India.

He has had a decorated and illustrious service of more than 20 years in the Indian Navy.

He is an alumnus of IIT Delhi, Jamnalal Bajaj Institute of Management Studies, Chartered Institute of
Arbitrators, London, Queen Mary University London, Korea Maritime Institute, Cornell University, New
York, and Naval War College, India.

He was adjudged the best CEO alumni of Cornell by CEO insights and also featured in the top 20
global CEOs to watch out for in 2024 by CIO Today.

He is an advisor to the IORA Secretariat in Mauritius. He is also a Senior fellow of the Near East
South Asia Centre for Strategic Studies and is trained in International Humanitarian Law from
International Institute of Humanitarian Law, Italy
